fidelity optional supplemental or vanguard IRA

I was recently alerted to fidelity's scam in retirement fund surcharges.  http://jlcollinsnh.com/2013/06/28/stocks-part-viii-b-should-you-avoid-your-companys-401k/

I am single making 90k pre tax looking to retire in 10 years. company is matching 5% in a 403b at fidelity and offers non-matching 10% supplemental retirement there as well. Should I re-direct the 10% into a vanguard IRA? i already have a Roth with vanguard.

Depends on the options at Fidelity. Don't take jlcollins information as saying all fidelity funds are bad. It depends specifically on the funds you choose to use.

jlcollins employer should be sued. That is only the second time ever that I've heard of loaded mutual funds in 401ks. Should be illegal IMHO.

What are the expenses in YOUR plan? I've seen Fidelity plans with index fund options cheaper than Vanguards. BP had them the last time I checked 2 years ago. You might get lucky.

Otherwise the community's opinion is to get the match in your 401k, then max IRA (Roth or Traditional depending on your needs), then max 401k.
